The Tinytrak3Plus with the Deluo Universal GPS are a excellent way to get APRS working mobile at low cost.

TinyTrak3Plus is a GPS position encoder which, when connected to a serial GPS and a radio, will transmit its location at an adjustable rate.
TinyTrak3Plus is a construction project providing an inexpensive way to build a mobile tracker without the need for a full TNC.
It is configured by connecting to a computer's serial port, and running a simple configuration tool which allows setting of all user options.
TinyTrak3Plus can power a 5V GPS, such as a Garmin GPS18 or a Deluo GPS WAAS.

TinyTrak3Plus has the following features:

Decodes any NMEA-0183 compatible serial GPS sending $GPRMC or $GPGGA sentences. USB only GPSs will not work.
Transmits position, altitude, speed, heading, and timestamp (hour/minute/seconds or day/hour/minute).
Supports SmartBeaconing, which adjusts transmission rates to speed and turning.
Transmit 1200 baud packet for VHF/UHF or 300 baud for HF.
4 LEDs which show power, transmit, GPS status, and carrier detect.
Can transmit position in MIC-E, NMEA, or APRS ASCII text format.
Two configurations, with all user options switchable.
Serial inversion option for TTL GPS/computer.
Support for separate status text packets which now show up on findu.com.
Alternating Digi Paths support.
Inverted Carrier Detect option for direct connection to some radios.
Burst after voice / Send Position Now input.
Handles position resolution down to 7 inches.
Power Saving feature with a power relay on SW2.
Support for Fixed Position status reports.
